Cop rear-ends motorcycle and blames the motorcycle rider

There are moments on the road when you wish you had a camera rolling. This is one of those moments, when a motorcyclist brakes for an oncoming lane changer and a police car rear-ends him.

The video starts with a motorcycle in some bumper to bumper traffic. Here you can see a police car ahead, as the cars start to move the motorcycle makes its way down the road. A white car signals to merge into the lane in front of the motorcyclist. After 10 seconds pass it looks like the motorcyclist is unsure it the white car is going to merge or not and proceeds to slow down then stop. At this moment the police car we saw earlier is behind the motorcyclist and rear ends him.

The police officer looks enraged. He comes up to the biker and yells at him, claiming it was his fault that he got rear ended. He even looks at the motorcyclists gopro and asks 'are you getting this on film, because I am'. After a few heated exchanges about how the white car was way in front of the motorcyclist and that the rider was 'way over on the white line'. The police officer then proceeds to threaten the motorcyclist with a shit load of tickets, all of a sudden the policeman decides to just walk away, not write a ticket and probably the forms he may have had to fill out for hitting someone. The motorcyclist says thank you and proceeds to ride his bike ticket free.

In my personal opinion, I feel the policeman is at fault because motorcycle riders don't tail gate other cars, I feel like this rider was staying back for safety. The white car was taking to long to decide if he's lane changing and the motorcyclist felt safest by braking. Also the officers excuse for the rider riding to close to the white-line makes no sense too, because as you all know motorcyclists don't ride in the middle of the road.

There's a heated debate about who's at fault in the youtube videos comment area. What do you guys think? Who's at fault here?

The cop was 100% at fault. They weren't going fast and the bike didn't come to such an abrupt stop. wreckless driving on the cops part.
